Stillwater County approves $212,505 FAA entitlement transfer, airport loan increase and lease assignment

On Feb. 19 the board approved transferring $212,505 in FAA entitlements that would otherwise expire this year to West Yellowstone Airport. Commissioner Roger Webb moved the transfer and Commissioner Jeff Ruffatto seconded; the motion passed 2-0 (Commissioner Steve Riveland was absent for the Feb. 19 vote). The board also approved assigning an existing airport lease from Cows Around to Bison Air LLC during the same meeting.
At the Feb. 23 meeting commissioners approved revising a promissory note to raise the Intercap loan for the airport project from $42,000 to $53,509 and adopted Resolution No. 2026-05 to amend the earlier note. Commissioner Riveland moved the promissory note revision; Commissioner Webb seconded and the motion passed 3-0.
No public objections to the airport items were recorded in the minutes. The motions were routine approvals recorded in the official minutes and will be reflected in the county's contractual and grant records. The county did not provide further detail in these minutes about how the entitlement transfer or the additional loan funds will be used beyond airport project and maintenance purposes.
