City staff outlines timeline for Bartlesville land‑use code update and housing study

Greg said consultant Friese and Nichols submitted a diagnostic report to the City Council and that the consultant will deliver a first draft of the code portions for city staff review around the week of March. He said staff will review and return comments, with additional drafts and a public community open house expected in summer—probably in June or July—followed by distribution of drafts to the Planning Commission and City Council.
On the housing study, Greg said the city engaged consultants TSW and is running the housing‑study work in tandem with the code update. He said a stakeholder interview/workshop is scheduled for Tuesday, March 10 and that invitations are being sent to selected housing stakeholders.
Commissioners asked about local public outreach for zoning cases. Greg reiterated that the applicant is required to hold citizen‑participation meetings for zoning proposals with landowners within a 300‑foot radius and that those meetings are the applicant’s responsibility; staff will distribute notices when formal hearings are scheduled.
Next steps: staff will receive and review the consultant’s first draft, schedule further public engagement this summer, and host the March 10 stakeholder workshop for the housing study.
