Stillwater County commissioners unanimously approve engineering, grant writing, road materials and airport loan

The Stillwater County Board of Commissioners met Jan. 22, 2026, and unanimously approved several contracts, a materials purchase and a loan to support local infrastructure projects.
Commissioner Steve Riveland moved to approve payment of county claims numbered 113891 through 114006, totaling $346,334.94; Commissioner Roger Webb seconded and the motion passed 3-0. The board also voted 3-0 to file routine quarterly reports, including a Clerk of Court report for the quarter ending Dec. 31, 2025, showing $19,182.77, and Sheriff reports totaling $450.00 and $1,450.00 respectively.
The commissioners approved a Scope of Service agreement with Stahly Engineering for Reed Point stormwater work, estimated at $19,930.00. Commissioner Steve Riveland moved to approve the agreement and Commissioner Roger Webb seconded; the vote was 3-0. Ben McVittie, Road and Bridge superintendent, said the work "will get the engineering done and then decisions to move forward with the work can be done at a later date." The board did not authorize construction at this meeting.
The board also authorized Stahly Engineering to provide grant writing services not to exceed $5,000 for Phase III of courthouse exterior restoration. Commissioner Roger Webb moved the motion, which Commissioner Riveland seconded; it passed 3-0. Commissioner Riveland noted the prior grant cycle had been successful and said the county could receive up to $350,000 if this application is awarded.
Road and Bridge requested approval to purchase 12 pails of Perma Zyme for reclaimer projects at a total cost of $36,512.00, to be paid from fund no. 2111 (Local vehicle option tax). Mr. McVittie said the purchase "will cover approximately 10 miles" of reclaimer work. The commissioners approved the purchase on a 3-0 vote after a motion by Commissioner Riveland and a second by Commissioner Webb.
At Woltermann Memorial Airport, the board approved Resolution No. 2026-04 to participate in the State of Montana Board of Investments Intercap Loan Program for a loan of $42,000 to pay toward a T-hangar heating project. The resolution, loan agreement and promissory note were included in the packet. Commissioner Roger Webb moved approval, Commissioner Riveland seconded, and the motion passed 3-0.
During staff reports Treasurer Jerry Friend, Road and Bridge’s Ben McVittie and Facilities Director Chad Coles provided updates. Friend requested that some impact funds be allocated to replace the fence at the Rapelje cemetery; the request was noted but no formal action on funding was taken at the meeting.
The board adjourned at 9:22 a.m. following a motion by Commissioner Riveland and a second by Commissioner Webb.
