The Owasso Public Works Authority voted to authorize a $58,755.60 payment to Kellogg Engineering LLC to cover engineering, design, geotechnical and survey services related to an emergency replacement of a 12-inch Bird Creek water transmission line.
Roger Stevens presented the item, saying staff identified a major leak in the 12-inch transmission line under a Bear Creek tributary on Dec. 10, 2025. "As a result, on 12/11/2025 staff informed Kellogg Engineering to commence with the engineering design of the 12 inch transmission line as a result of being an emergency," Stevens said.
