He told trustees Kellogg completed the design Dec. 22, 2025, and staff received an as-built survey on Feb. 20, 2026.
Stevens said the city solicited three quotes for construction; Creek Construction LLC submitted the lowest bid at $698,200 and received a notice to proceed on Jan. 5, 2025. Stevens reported Creek Construction completed the work Feb. 12 and that funding for the engineering services is available in the Owasso Public Works Fund.
After Stevens recommended the payment to Kellogg Engineering of Tallalla, Oklahoma in the amount of $58,755.60, a trustee praised the pace of the response and moved to approve the recommendation. Stevens seconded the motion. In roll-call confirmations those recorded as voting "yes" included Paul Loving, (transcript: "Mister Loving"), and the trustees recorded under the names read on the agenda; the motion carried and the payment authorization was approved.
The board then moved through routine items: the OPWA manager reported no items for Item 6, the authority acknowledged official notices, and with no new business the board adjourned.
