Russell Public Works Authority approves $23,500 amendment to Beck Design contract for new facility

The Russell Public Works Authority on Wednesday approved Amendment No. 3 to its agreement with Beck Design of Tulsa, adding $23,500 for mechanical and electrical design work on the city’s new public works facility.
Roger Stevens, a city staff member, told trustees the amendment covers specific construction-phase needs identified by staff: two climate-controlled rooms to store traffic-signal computer boards and wastewater electronic equipment; additional power to the vehicle storage building to support engine block heaters used in cold weather; a power source for the wastewater collections camera trailer; and electrical service to an electronic monument sign at the administration building. “So with this information in mind, staff recommends approval of Amendment number 3 to the agreement to perform additional mechanical and electrical design services in the amount of $23,500 and authorization to execute all necessary documents,” Stevens said.
The amendment follows earlier contract actions. Stevens outlined that the original Beck Design agreement, approved in October 2022, was for $811,050. Amendment No. 1 in May 2023 added $20,800 to design an on-site detention feature, and Amendment No. 2 in November 2024 added $101,297.16 for two additional equipment and material storage facilities. With the newly approved $23,500 amendment, Stevens said the contract total becomes $957,097.16. He said funding for the proposed amendment is available in the OPWA fund.
During a brief question-and-answer period, trustees pressed for technical clarification. Vice Chair Paul Loving asked how architectural and engineering services differ; Stevens explained that the architect (Beck Design) serves as lead designer and subcontracted engineers perform mechanical, electrical and civil engineering tasks. Loving also asked whether an electronic monument sign had been part of the original design; Stevens said it had not, but that adding it during the construction phase would be more cost effective because contractors and electricians are on-site.
A motion to approve Amendment No. 3 was made and seconded. The clerk polled the trustees, and the motion carried with recorded affirmative votes. The meeting then moved to routine reports, official notices and adjournment.
The authority did not receive any substantive reports from OPWA staff or the authority’s attorney during the meeting. The meeting adjourned after no new business was offered.
