Board members used the April 8 work session to review the district’s elevator service landscape and signaled intent to press vendors to the table as several contracts approach renewal.
Staff member (S7) described the inventory — multiple passenger and freight elevators across district buildings — and said the district has previously managed staggered contracts with Otis, Schindler, TK and regional firms. Committee member (S2) recommended issuing a blanket notice of nonrenewal to encourage vendors to renegotiate and to create an opportunity to repackage the work for competitive bidding.
“Issuing a blanket notice of nonrenewal gets everybody to the table,” S2 said, summarizing a procurement tactic discussed by the group. Several members noted that rolling many contracts into a single solicitation could produce discounts but that timing for staggered renewals needs careful management to avoid service gaps.
Staff will prepare a draft nonrenewal notice and collect existing contract language for board review. Members discussed target dates and the logistics of phasing in new contracts so multiple suppliers do not lapse simultaneously; no final contract awards were made at the meeting.
