Council adopts rezoning to permit commercial use at East 86th and North 145th

The Owasso City Council adopted an ordinance to rezone a 1.136-acre property north of the northeast corner of East 86th Street North and North 145th East Avenue from residential multifamily to commercial shopping.
Wendy Kramer presented the request (OZ 26-01 / ordinance 12-45), telling the council the property is designated for commercial use in the Grow Owasso 2035 land-use plan and that the rezoning meets applicable bulk and area requirements under the city—s zoning code and the governing OPUD document. Kramer noted the property is subject to OPUD 15A and that OPUD provisions would continue to govern the site even if the rezoning is approved.
Kramer also said planning commission voted 5–0 to recommend approval and that staff found the request met legal criteria under Oklahoma statutes and relevant zoning chapters. No members of the public signed to speak on the item.
A councilor moved and another seconded adoption of the ordinance; council members voted to approve the rezoning as presented.
The rezoning clears the entitlement step needed for future commercial development on the parcel; the property must be platted prior to issuance of building permits and will remain subject to OPUD 15A provisions, staff said.
