Owasso staff seeks public input on East 86th Street widening as CIP-eligible project

City staff asked the council to add a proposed widening of East 86th Street North between Garnett Road and North 119th East Avenue to the Capital Improvements Program eligibility list and announced a public hearing.
"This section of road is the busiest section of roadway in Owasso," the city engineer said, describing traffic growth on the corridor and noting the city had previously resurfaced portions of 86th Street. Staff estimated the full widening and concrete replacement could run about $12 million and said the city would seek federal Surface Transportation Program grant funding of up to $4 million, which requires a local match.
The staff presentation said the project is a logical candidate for federal funds because of high traffic counts and multi-jurisdictional coordination with ODOT/Tulsa County. Staff asked that the council approve placing the project on the CIP eligibility list so design and initial right-of-way work can be budgeted in future fiscal cycles; engineering design is expected to begin after grant programming and after a scheduled study this year.
A public hearing on the amendment to the CIP eligibility list will be held at the Jan. 20 council meeting; staff said adding the project to the eligibility list does not accelerate construction or guarantee funding but allows the city to pursue grant opportunities and to plan for future engineering and right-of-way needs.
