The Owasso City Council voted unanimously Wednesday to amend the city’s Capital Improvement Program eligibility list to include the East 86th Street North widening from Garnett Road to North 119th East Avenue.
JJ Dawson, a city staff member, urged the council to approve Resolution 2026‑01, telling councilors that the segment is a four‑lane arterial “that carries approximately 25,000 vehicles per day and has reached capacity in terms of traffic, conveyance, and material life.” Dawson said the Capital Improvements Committee reviewed the project and voted unanimously to recommend the addition; a public hearing held in the same chamber produced no citizen comments.
Councilors asked clarifying questions about which completed projects would be removed from the eligibility list; staff said several previously completed segments remain listed only until outstanding invoices and audits are closed. After discussion, a council member moved and the body approved the resolution on a roll‑call vote with all present voting yes.
The amendment makes the East 86th Street widening eligible for funding from the city’s Capital Improvements Fund; staff did not present a construction schedule or total construction cost at the meeting. The council did not vote on funding allocation or a construction contract Wednesday; those steps would come later if the project is prioritized and funded.
The council’s action follows routine CIP committee review and a public hearing with no opposition, moving the project into the pool of eligible capital projects the city can pursue.
The council is expected to include the project in future budget and scheduling discussions; no date for procurement or construction was announced at the meeting.
