Council authorizes utility relocation agreement for East 96th Street North intersection improvements

The Owasso City Council authorized a utility relocation agreement with Rogers County Rural Water District No. 3 to relocate water lines that conflict with planned intersection improvements at East 96th Street North and North 145th East Avenue.
Dwayne Henderson presented the agreement and explained the city is responsible for relocating district-owned lines that lie in the project easement. He said the relocation estimate used to form the agreement is $210,000 and that the actual cost will be determined once bids are received: "That actual cost will change when we get the bids in, but we had to come up with an estimate number in order to establish this agreement," Henderson said.
Staff told council the relocations will occur as part of the roadway construction so contractors can build to the correct elevations and to avoid coordination delays and extra costs. Funding for the work is available through the city's capital improvement fund and expenditures will occur only after the roadway construction contract is awarded.
Council members asked clarifying questions about why the water line must be moved and whether similar relocations had occurred on prior projects; staff confirmed prior similar work and said private utilities have been relocating during the past year. The council moved and seconded approval and the motion carried by unanimous voice vote.
Staff will return with bid results and execution documents once the roadway contract process proceeds.
