The Ballard Planning Commission on March 3 approved a minor subdivision allowing property owner Jason Phelps to split two acres from a 20‑acre parcel, with a required 60‑foot easement. The motion to approve the subdivision with the easement amendment was made by Board Member Steve Collins and seconded by Board Member Robin Moran; all members present voted in favor (Chairman Joe Allred was excused).
Phelps told the commission the portion to be split is presently unbuildable and he has no immediate plans to develop it, but sought flexibility for future uses. Board Member Mark Redmond explained the amended 60‑foot easement leaves 34 feet on each side, which the commission said would reduce potential conflicts and preserve corridor access for future road or highway needs.
Commissioners framed the approval as a procedural subdivision rather than an endorsement of immediate construction: any future development on the lots would require resubmittal for approvals and compliance with applicable site and setback standards. The approved signed minutes were filed with Ballard City offices following the meeting.
