Councilman Sherrick presented a staff recommendation to rehabilitate the water treatment plant roof and to accept the lowest complete bid from Atwell Roofing Company Inc. Atwell submitted a $590,004 bid, which staff said was $259,996 below the $850,000 project budget.
Sherrick explained the current roof is flat with a bitumen cap sheet that has debonded in multiple areas and that the recommended work would remove the existing cap sheet, install a new cover board and a thermoplastic polyolefin roofing system over the existing tapered insulation to receive a 25‑year full coverage warranty.
Staff reported 13 contractors obtained bid documents and three submitted bids; the apparent low bidder failed to provide required qualification materials and was removed from consideration. After reviewing references and required documentation, staff concluded Atwell Roofing met the qualifications and recommended award.
The council moved and voted to accept the bid and award the contract. Staff said the warranty includes on‑site oversight by the roofing manufacturer during installation and that funding will come from the Water Plant Capital Reserve Fund.
The motion passed and staff will proceed with contracting and scheduling for the rehabilitation work.
