Roosevelt County OKs purchase of fairgrounds panels and gates, weighs digital payment options

Roosevelt County commissioners on their regular meeting voted to buy additional panels and gates for the county fairgrounds and instructed staff to obtain final quotes and proceed.
Fairgrounds manager Anthony told commissioners the March 28 High Plains Rodeo rented roughly 37 stalls and that the facility needs more equipment to support upcoming events. “We had about, I think, close to 40. It was, like, 37 stalls that that rented,” Anthony said while outlining shortfalls in panels and gates and estimating panels at “a little over $200 a piece” and larger gates about $500 each. Commissioners asked staff to return with firm quotes before the purchase order is finalized.
Commissioners also discussed modernizing stall payments. Staff said the county website currently cannot host stall and hookup apps and that adopting a Square-style iPad solution may require an enterprise account and adjustments to how county receipts are handled. County manager Miss Forger said the planned website redesign should make it easier to integrate payment apps and make minutes and agendas more searchable.
The commission asked staff to run bids for required electrical work for RV hookups and to clarify whether engineer-certified drawings are needed before work proceeds. Utility representatives warned that adding service may require coordination with the electric provider’s engineering group to determine capacity and distance from the nearest line; staff said they would get formal guidance by the next meeting.
The vote to purchase the requested panels and gates passed; staff will return with exact pricing and a budget adjustment if needed. Commissioners also asked legal and procurement to prepare banner-ad policy language after a separate discussion about renting arena rafters to local vendors to generate revenue.
The commission concluded that any advertising displayed in county facilities should be reviewed in advance and that legal would draft guidelines for future consideration.
