The Committee of the Whole approved a developer request April 14 to waive the city’s standard requirement for sidewalks on both sides of Crystal Parkway for the Belvidere Retail Subdivision.
Director Anderson explained the developer (Heidner Properties) proposes sidewalk only on one side of Crystal Parkway to avoid pedestrian crossings at a truck fueling entrance and to maintain ADA‑compliant access at existing entrances. He said the plan provides a continuous path connecting to adjacent roadways and that Lot 3 will include an easement for a sidewalk segment located outside the Crystal Parkway right‑of‑way. Anderson noted planned future IDOT improvements on US Route 20 will extend sidewalks and improve connectivity.
Several council members emphasized public‑safety reasons for limiting sidewalk placement next to heavy truck entrances; the mayor observed the measure keeps pedestrians away from an area with approximately 80 semi‑parking stalls. The committee voted to approve the waiver and required the easement provisions described in staff materials.
