Belvidere committee approves mowing, maintenance contracts and multiple equipment purchases for public works

On routine procurement, the committee approved Langton Group low bids for several mowing contracts (water‑department sites at $87 per mowing; public‑works sites at $568.40; Farmington Ponds at $316.54) and awarded the 2025 landscape maintenance contract to Lawn Maintenance Services for $24,916. The council also approved the Minnehance Tree Service $56,000 low bid for the 2025 tree program.
Anderson recommended rejecting the lone sidewalk‑replacement bid from Alliance Contractors Inc. as ‘‘quite high’’ and said staff will revise bid documents and rebid to seek more competitive responses.
On equipment, staff recommended and council approved purchasing a Vermeer SC48 stump grinder from Vermeer Midwest for $61,430.84 and a PJ tilt trailer from Rondo Enterprises for $5,919.37 (capital line item 4157528200). Anderson said bringing stump grinding in‑house will improve timing and efficiency and reduce resident complaints about contractor delays. Council also approved a Fecon FM28 brush‑mulching attachment from Alta Equipment Company for $25,360 to help maintain landfills, low‑flow channels and rights of way.
For fleet, the council approved purchasing a 2026 Freightliner 10‑yard dump‑truck chassis from Truck Country of Illinois for $133,495 (water depreciation line item). Anderson said proposals to outfit the chassis (dump box, snow plow and spreader) will come to the May committee meeting.
Why it matters: the purchases and contract awards centralize maintenance capability, shorten response times for tree/stump removal and drainage work, and lock in vendors and equipment that staff say will improve service while controlling costs.
