Belvidere leaders voted April 14 to accept a $250,000 Safety and Infrastructure Director’s Grant from the Illinois Department of Commerce and Economic Opportunity to pay for police equipment and public‑works hardware.
Director Turnipsey told the committee the award requires no local match and will be spent on two project buckets: Belvidere Police will receive three Motorola APX N70 radios, 20 mini shields, pepper balls, eight patrol‑car computers and installation of steel bollards; public works will purchase a flatbed trailer to move concrete barriers and SCADA systems for lift stations. “The recommended motion is a motion to accept the safety and infrastructure director’s grant … in the amount of $250,000 and authorize the mayor and finance director to execute documentation necessary to facilitate receipt of grant funds,” Turnipsey said.
The grant was approved by voice vote after the mayor and staff outlined equipment priorities and deployment plans. Council members said the bollards and trailer will help the city secure public events and respond more quickly to incidents without relying on outside vendors.
Why it matters: the award provides one‑time state funding for public‑safety and critical infrastructure upgrades without drawing on local taxpayers. The council authorized the mayor and finance director to execute necessary paperwork so departments can begin procurement.
Next steps: city staff will finalize vendor selection, coordinate installation of the bollards and SCADA purchases, and return to council as needed for contract approvals and purchase orders.
