Riverview committee encourages board members to obtain volunteer clearances; debate over placement in volunteer policy

The Riverview School District policy committee on April 8 revisited a previously tabled volunteers policy and agreed to add explicit language encouraging current board members to obtain and maintain required district background checks and clearances.

Committee discussion focused on how to balance transparency and legal limits: members said board members are volunteers and not paid staff, but encouraging clearances would help the public know whether board members who participate in school events have current checks on file. A committee member noted this relieves administrative liability and improves transparency; the superintendent and other members agreed that encouragement language — not a requirement — was appropriate. The committee settled on wording to be added to the volunteer/visitor section: “Current board members are encouraged to obtain and maintain required background checks and clearances with the district.”

The policy draft also aligns volunteer classifications (independent volunteers, assistive volunteers, coaches and sponsors) with the district’s new volunteer portal and clarifies when clearances are required (i.e., when volunteers will work with students). Members discussed whether the encouragement sentence should be part of the volunteers section or a separate sentence in the visitor section; they agreed to place it where it best supports transparency for families and volunteers.

Next steps: staff will resend the volunteers policy with tracked changes to the committee, Antonio Perez and others will help finalize the suggested language, and members were asked to respond to the circulation by the stated deadline so the item can be included in the study session.
