Council signs agreements for drug‑recognition training reimbursement, Lexipol and CivicPlus services

Powell City Council approved three administrative agreements brought forward by staff: a reimbursement agreement for a drug recognition expert (DRE) school coordinated by Laramie County, a records/performance management subscription now operating under Lexipol after an acquisition, and a statement of work with CivicPlus (MuniCode and MuniDocs) to host and manage the city’s municipal code and provide document hosting.

Zack (speaker 8) introduced the items and asked the chief to provide program details. The chief (speaker 9) described the DRE agreement as grant‑funded and intended to reimburse Powell for sending one individual to the training. "This this agreement is just, basically a reimbursement agreement," he said.

On Lexipol, staff said the product is effectively the same as the prior vendor’s system and that legal had reviewed the agreement; staff reported no price increase. The CivicPlus MuniCode/MuniDocs statement of work was described as a budgeted subscription adding document‑hosting capability; council approved the agreement and authorized signatures for all three items.

Why it matters: the training agreement supports local law‑enforcement capability to identify impairment from controlled substances; Lexipol and CivicPlus are administrative platforms that affect how the city manages policies, records and access to municipal codes.

All three items were approved by voice vote; staff indicated the DRE training will be reimbursed through the county‑administered grant and that the city will proceed with implementation under the reviewed agreements.
