Council recognizes Powell Police promotions and welcomes new economic director

Council and city staff honored promotions and service in the Powell Police Department and heard an introduction of the Powell Economic Partnership's new director, Michaela Morrissey.
At the Jan. 26 meeting the council paused its agenda to recognize recent promotions and a long-serving staff member at the Powell Police Department and to welcome a new local economic development director.
A police department representative (speaker 11) announced the promotion of Dustin Delbiaggio to lieutenant and recognized Lieutenant Matt McCaslin for more than 21 years of service. The representative also acknowledged Lisa Baker for more than 25 years of service in communications and dispatch, noting that Baker will move into an administrative assistant role while remaining with the department. "We are pleased to announce his promotion to Lieutenant," the department representative said while asking the council to applaud the honorees.
Council then heard from April Rodriguez, who introduced the Powell Economic Partnership's new director, Michaela Morrissey (introduced by the chair). Morrissey said she was "excited to be back in Powell and to be working in the community again."
These personnel announcements were ceremonial; no personnel actions requiring council adoption were recorded in the meeting minutes beyond recognition and introductions.
