Council approves letters of support for American Legion building and Cottonwood Canyon trail

Representatives from the American Legion asked the Powell City Council for a letter of support and municipal fiscal sponsorship so the organization could pursue state grant opportunities to purchase land and build a new building. At the meeting, the presenters identified supporters and said they had letters from the county and the VA in Sheridan and named Northwest College among backers.
One presenter, speaking for the American Legion (S7), told council, “we would like the support of the city council to act as that municipal fiscal sponsor on our behalf in order to apply for larger sums of money that we would be unable to apply for on our own.” Council members asked clarifying questions about whether the request required pass-through funding or that each grant application would come before council; the city attorney (S5) and council members said each grant opportunity would be reviewed by staff and, as appropriate, brought to council for approval.
Council member (S3) moved for a letter of support for the American Legion building project; the motion was seconded and approved by voice vote. The presenters were instructed to send a draft of the letter to the mayor for staff review and tailoring.
Later in the meeting, the council considered a request for a letter of support for the Cottonwood Canyon Trail System. S5 explained the trail group was seeking letters from surrounding towns to support state-level funding applications; council members confirmed no pass-through funding was being requested. Council member (S2) moved and the council approved providing a letter of support for the trail project.
Both items were approved as letters of municipal support; no formal fiscal sponsorship agreements or pass-through funding commitments were approved at the meeting, and the council asked staff to review specific grant terms before any fiscal responsibility is assumed.
