Powell City Council on Jan. 26 approved a pilot agreement to begin replacing meters with an advanced metering infrastructure (AMI) backbone and authorized several airport grant and contract items.
City staff (speaker 2) described the Tantalus/Itron agreement as a backbone pilot with roughly 25–50 meters for the sample and key hot spots to be installed as part of a longer phased replacement program. "This is our first pilot program," the staff member said, stressing that the pilot is a backbone step so the remainder of the meters can be phased in over time as older meters fail.
Council approved the agreement and authorized signatures. The meeting also accepted a WYDOT aviation encouragement grant for $5,000 to support local events, and approved a Nav Aid maintenance reimbursement (AWOS) that the transcript lists as $3,264.10 from WYDOT and $1,398.90 from the city. Council granted authorization for a runway rehabilitation and lighting contract amendment; the packet and staff presentation indicated additional FAA and WYDOT funds for the project and council approved the amendment and signatures.
Councilors asked for clarification on sample size and backbone design; staff said the initial pilot focuses on hot-spot network infrastructure and that subsequent meter rollouts would occur as equipment reaches end of life.
Next steps: the AMI pilot will be implemented and staff will manage the phased meter replacements; airport agreements will be executed and the city will work with WYDOT and FAA on the runway amendment process.
