Powell City Council on Jan. 26 authorized a conditional change order for pool repairs and deck resurfacing, approving an initial option contingent on what contractors find when they remove the pool liner.
Staff told the council the project has a $400,000 budget for pool resurfacing and related work and outlined multiple change-order options. One specifically priced item — dive/depth markers — was listed at $5,600. Council and staff said the liner removal may reveal additional damage beneath the surface and that the contractor offered staged options depending on what the inspection shows.
Speaker 2 (city staff) said the contractor can remove the liner and, depending on the condition uncovered, the council could authorize additional work to take advantage of mobilization efficiency. Council member (speaker 1) urged prudence and asked whether it made sense to do more now or delay the larger deck fix.
After discussion council moved to conditionally approve "option 1" — work around the leisure pool and center area — subject to the liner inspection; the motion carried. Council members noted that if more extensive damage is found they would need to revisit scope and costs and that the city has a CIP entry for future work on the lap pool.
Next steps: staff will authorize the contractor to remove the liner and return to council with a recommendation and any required change orders if additional repairs are needed.
