The item was considered at a public hearing in which applicant representatives Joseph Ponsetto and Tom Walsh outlined financial benefits they said would accrue to District 89 and the village. Planning/Zoning Officer Edgar Lara and Village Attorney Michael Jurusik reviewed the materials submitted with the application, including technical drawings, a photometric study and a proposed operating agreement.
Trustees pressed the applicant and staff on residential impacts near the proposed sign. Trustee I. Brandon raised concerns about nearby residences; Lara and Trustee N. Booker addressed those concerns during the hearing. Several members of the public, including C. Vandiver and F. Brown-Nelson, offered objections during the public-comment portion, citing visual and neighborhood impacts.
Tom Walsh, responding for the applicant, addressed comments and questions before Trustee Booker moved — and Trustee M. Jones seconded — a motion "to recommend approval of the Billboard Application with Village Staff and Village Attorney to prepare the necessary Ordinance and the Agreement to come back on the next agenda as an Action Item." The motion passed with Mayor Edwenna Perkins and all present trustees voting Aye.
Next steps call for the village attorney and staff to draft the ordinance and an operating agreement and place the item on a future agenda for final board action.
