Newton County board approves solicitors list, JAG grant, culvert contracts and ARPA-funded mapping

At its regular meeting the Newton County Board of Commissioners approved a package of routine and project-specific items, including appointments, grants, construction contracts and an ARPA-funded training agreement.
Probate court: The board approved a resolution naming an outside firm and designated associates as solicitors for Newton County Probate Court to provide continuity when the district attorney’s office is unavailable. The county’s presenter asked the board to name Lee R. Moss (firm) with Taylor Carter assigned for day-to-day coverage and to retain Kara (Carol) Hooks for overflow calendars; commissioners approved the appointments unanimously.
Public safety grant: Brandy Burch reported that the Newton County Sheriff’s Office will apply for a noncompetitive FY25 Edward Byrne Memorial Justice Assistance Grant in the amount of $30,929; no local match is required and the board authorized the application.
Public works contracts: Chester Glegg presented two low bids for culvert replacement projects: Peach State Construction was the low bidder for a River Ridge Trail culvert package at $125,850 (three culverts), and QX Ground was the low bidder for a 48-inch culvert on Ellington Road at $78,361.80. The board approved both contracts.
ARPA-funded training and planning work: County Manager James Brown asked the board to authorize $5,885 of ARPA funds for the Carl Vinson Institute of Government to lead a sequential intercept mapping event; the board approved the expenditure and also selected the Northeast Georgia Regional Commission as the consultant for a comprehensive-plan update after a competitive quote process.
Budget and personnel: The board approved a budget transfer to fund two deputy clerk positions for magistrate court that were included in the 2026 budget; staff confirmed the positions had been discussed during budget season and this transfer is a procedural step to implement the hires.
Next steps: Development services and purchasing will finalize contracts and task orders; the sheriff’s office will submit the JAG application and report back if awarded; the Carl Vinson event will be scheduled and paid from designated ARPA funds.
