Committee advances package to raise licensing standards and create limited foreign-trained hygiene license

The House Public Health Committee took up House Bill 12 54 with an amendment that raises the minimum credentialing threshold for respiratory practitioners and updates several dental licensing provisions.
Danielle Colter of the Indiana Society for Respiratory Care described the amendment as "raising the bar" for credentialing by moving toward the registered respiratory therapist (RRT) standard to strengthen clinical application and ensure competency amid increasingly complex patient needs.
Representative Goss Reeves and Grant Auchenbach of the Indiana Dental Association summarized the dental components: giving the State Board of Dentistry discretion on the existing three-strike exam rule, expanding who may provide nitrous-oxide training, and creating a limited hygiene license for certain foreign-trained practitioners who meet criteria. Supporters said the changes would help address workforce shortages, especially in underserved counties.
The committee accepted the amendment by consent and voted 13-0 to advance the bill.
Supporters in written and oral testimony said the changes are intended to bolster workforce capacity while maintaining public protections. The bill now moves to the next stage of consideration.
