The Northampton County General Purpose Authority on April 7 approved resolution 2026-01 authorizing the annual payment associated with the authority’s P3 project, while members noted remaining punch-list work on two bridges is delayed by utilities.
Staff presented the resolution and said she had checked with project staff and the county solicitor; no deductions from this year’s payment were identified and the payment was described as due April 30. The amount was read aloud inconsistently during the meeting; staff presented the payment amount in the packet, and the board approved the resolution to authorize the payment.
A board member raised concerns about two remaining items on Bridge 54 and Bridge 124 that are tied to utility work. "Until the power company moves their guy wire, Krieger can't fix it," the member said, saying Krieger had 'dead ended' a pipe that led to the utility placing a guy wire that now blocks completion. Staff indicated those punch-list items relate to utilities and noted Krieger would not proceed until utilities move their lines.
The board moved to approve resolution 2026-01; after a second the resolution was approved by voice vote. Members said they also received project updates from staff and project manager Greg, who recommended proceeding with the milestone payment based on the status of the maintenance items and remaining milestones.
The authority recorded no further contract deductions at the meeting; utility coordination remains an outstanding implementation issue noted by the board. Any precise payment amount and the record of deductions will be captured in the authority’s final minutes and contract documentation.
