Planning staff outlines impending law‑enforcement impact fee, Live Local affordable‑housing approval and other code updates

In the director’s report, Mister Freeman told the planning board that staff and a consultant are finalizing analysis for a proposed law‑enforcement impact fee to account for development impacts on police services and capital equipment needs; staff expects recommendations to move to the city commission within the next month to month and a half once consultant data and required calculations are complete.

Freeman also updated the board on several code changes and procedural shifts. He said staff revised definitions to incorporate a family‑entertainment use and updated the zoning use table; those changes will be presented to the city commission on Aug. 19. He noted progress on a port overlay and on the city’s transition to an online Tyler submittal system. Freeman reported the planning department recently processed its first Live Local affordable‑housing application under state rules that allow qualifying projects to avoid public hearings if they meet the statutory criteria; he said staff will brief the board on that project once documentation is assembled.

Board members asked whether the police department data used in the impact‑fee analysis included response and cost metrics; Freeman said those data were provided to the consultant and the analysis will produce the final fee calculation for commission consideration.

Freeman said he will update the board as the impact‑fee work and other code items move forward.
