The Fort Pierce Planning Board on Aug. 12 voted to recommend approval of two voluntary annexation requests and forward both to the city commission.
Savannah Land and Partners LLC requested annexation of two parcels at or near US‑1 South and Dixon Drive (about 7.5 acres combined). Staff said the parcels are contiguous to the city, currently in unincorporated St. Lucie County with county future‑land‑use and zoning designations, and proposed a city high‑density residential future land use and a high‑density R‑5 zoning classification. The staff report listed parcel IDs and an estimated combined property value of $756,500. Applicant James Hackett (HNL Planning & Development) said the property is intended for high‑density multifamily and that site‑plan and design issues — including drainage and roadwork — would be addressed during site‑plan review; he acknowledged the need to work with county and city engineers on road improvements.
Board members focused on Dixon Drive ownership and maintenance. Staff said the road is county‑owned and that county public‑works engineers recommended the city consider taking over the roadway because the parcels are roughly 50% adjacent to city property, but the city would likely insist the roadway meet city standards before accepting maintenance responsibility.
The board moved and seconded a recommendation to the city commission to approve the annexation application for the Dixon Drive parcels.
The second annexation covered 1835 and 1839 Sand Ridge Road (about 2.15 acres). Staff said the county had the parcels listed as commercial with RM/County zoning and that the request would align city future land use as general commercial with a C‑3 zoning classification. Applicant Jason Merritt said he hopes to develop a restaurant and outdoor entertainment uses; he and adjacent property owner John Nolley raised questions about road setbacks and whether infrastructure improvements would make a phased development financially feasible. Staff said drainage and roadway concerns would be addressed through site‑plan, engineering and any negotiated agreements and reiterated that annexation itself does not guarantee approvals for a particular development concept.
Both annexation recommendations passed on majority roll calls and will proceed to the city commission for final action.
