Council adopts lighting and CPA contracts, allows rezoning withdrawal and advances autism-clinic rezoning

Milledgeville City Council on Jan. 13 approved a set of routine and policy items, including two resolutions, the withdrawal of a rezoning application and the first reading of an ordinance to allow a children's autism therapy clinic.
The council adopted Resolution R-2601-01 authorizing a lighting services agreement with Georgia Power to install three LED roadway lights on Old Mill Court and one LED roadway light on Hillandale Drive. "You've heard the resolution. Is there a motion to adopt?" the presiding officer asked; a motion and second were recorded and the clerk called the roll.
Council also adopted Resolution R-2601-03 to authorize a contract with CKH Consulting LLC to provide CPA services for the finance department; members approved the contract by roll-call vote.
On land-use items, the council granted the applicant's request to withdraw the rezoning application for 841 Dunlap Road without prejudice, allowing the applicant more time to review feedback and work with city staff before resubmitting. Zoning Administrator Barnwell said the applicant had indicated a desire to withdraw; the council approved the withdrawal by motion.
During the third public hearing, owner-applicant Andrew Margo described plans to convert the former Pathfinders Church at 120 Ernest Bynor Street into a children's autism therapy clinic. Margo said his organization operates five independent locations and employs about 200 people statewide; he told the council the Milledgeville location would add roughly 30 jobs and that he does not plan structural changes to the building. Council members expressed support and moved the ordinance forward by roll-call vote.
The meeting also included routine approvals of minutes from late December and a motion to enter executive session for personnel and real estate matters; the council recessed to closed session and later returned and adjourned.
