Commerce and Technology committee clears amendment barring data scraping for litigation, 10–0

The Commerce and Technology committee advanced House Bill 1360 after adopting two amendments that narrow how data-scraping language applies and make technical edits, the chair announced.
The chair offered Amendment No. 2 to clarify that "for litigation purposes, you can't use data scraping in order to get information" as a form of discovery; the amendment was moved, seconded and accepted by consent. The chair then offered Amendment No. 3 to coordinate with the Office of Technology, replacing the word "logs" with "tracks" on page 6 and deleting the word "electronically" to make the provision apply beyond solely electronic records. That amendment was also adopted by consent, producing an amended bill the committee then voted on.
A committee member moved to pass the bill as amended. During roll call, Senators Hundley, Spencer, Ford, Cook, Dorio, McKinley, Burns, Dirie and Donato and Chair Buchanan were recorded voting "aye"; Senator Lising was recorded as excused/absent. The chair announced the bill "moves to the floor, 10 to 0."
The amendments and the committee’s vote will send House Bill 1360 to the next stage with the new litigation limit and the office-of-technology edits in place.
No public testimony was recorded on the measure during the committee proceeding. The committee adjourned after completing its agenda.
