The Milford Board of Selectmen authorized the town administrator on Oct. 13 to sign the second year of a Volunteer NH grant aimed at increasing volunteer recruitment and improving town communications.
Jeff Marshall (deputy fire chief) and Tom Zuppa of JGPR presented year‑one results, saying the contract produced a community survey, a series of videos (including one focused on the fire department), and a recommended social‑media strategy that packages longer videos into short reels to expand reach. They said year‑one work met the grant goals and that year‑two has a budgeted, reimbursable amount of $22,338 to expand videos and outreach.
Marshall told the board the grant is 100% reimbursable and requires a modest scope to produce measurable new volunteer names (the target increases from 10 new names in year 1 to 18 in year 2). Tom Zuppa said the work is designed for town sustainability: "We want to leave you with the structure so your staff can carry forward the work after our term ends."
The board discussed distribution channels, subscription options for the town website, and staffing needed to sustain regular newsletters and social posting. Director-level staff said the town will continue to explore a subscription model on the website and leverage Everbridge messages for urgent items.
The board voted to authorize the town administrator to sign the agreement for year‑two work so staff and contractors can finalize the statement of work for calendar 2026 activities.
