The Menifee Planning Commission on April 3 voted to recommend to the City Council an amendment to the general plan’s open space and conservation element to incorporate language required or encouraged by Senate Bill 1425.
Senior Planner Fernando Herrera told the commission the amendment (GPA LR25-0148) adds clarifying language to ensure equitable access to open space, strengthen climate-resilience policies, and introduce ‘‘rewilding’’ opportunities and a climate resiliency section. Herrera said the update aligns with city practice and provides policy language that must be reflected in future project reviews to remain consistent with the general plan.
Commissioners asked how the new language would be applied in project reviews and whether ‘‘rewilding’’ could be used to deny development. The city attorney cautioned that while rewilding, habitat and conservation policies can be tools to preserve land, their interaction with state-mandated housing laws and other statutes could limit the city’s ability to use those policies to block development.
Staff said the update was intended to formalize and clarify existing policies rather than create new prohibitions and recommended the commission adopt a resolution forwarding the amendment to City Council. The commission unanimously moved, seconded and adopted the resolution to recommend council approval; staff said the item will next go to the City Council for final action.
Staff also stated that the amendment was reviewed in accordance with CEQA and that the change was determined exempt under the ‘‘common sense’’ exception and relevant CEQA sections cited in the staff report.
