Momentum Firm reports progress and resource gaps on DeKalb operations assessment

Momentum Firm presented an update on the county’s operations and performance assessment, summarizing progress across departments and flagging resource and governance challenges.

Managing principal LaKisha Sosaian told the committee the firm is tracking implementation for 266 recommendations across 18 departments; 59 recommendations are met, 11 are blocked and many require additional resources. For departments linked to the IRPS committee, the assessment identified 106 recommendations with 27 met, eight blocked and 51 requiring additional resources or further cost analysis.

Sosaian said common barriers include governance issues, organizational structure challenges and technology limitations, noting the firm will work with department heads and the budget office to clarify where funding requests mapped to assessment recommendations and whether additional alternatives exist. “We actually had a follow‑up conversation ... and we are working together right now to try to make sure that the alignment is clear on the requested items in the most recent budget and what was and not approved,” she said.

Commissioners asked for clearer mapping between assessment recommendations and budget requests, and for more detail on which recommended items require funding versus those that could be implemented without additional money. The firm said it will tighten alignment and return with a clearer synthesis at the next update.

The committee thanked the consultants and closed the item; no formal vote was required on the operational update.
