The House Committee on Education adopted amendments to HCR144/HR136 on April 8 following testimony from the Hawaii State Council on Developmental Disabilities.
Chase Silver of the Hawaii State Council on Developmental Disabilities told the committee the council had submitted written testimony requesting amendments. "We're essentially just trying to include, the AFN population, the access and functional needs, and disabilities in the intent of the framework that's gonna be developed in this resolution," he said. The council asked that the committee report or the resolution language explicitly account for those populations.
During decision-making, the chair recommended adopting the disability council's amendments; the committee proceeded with a roll-call routine and announced the resolution had been adopted with those amendments. A committee member noted a representative was excused for the remainder of the hearing during the roll call.
The committee recorded the action as adoption of HCR144/HR136 with the amendments recommended by the disability council. The committee did not specify an implementation timeline in the hearing; staff were directed to reflect the adopted language in the committee report.
