The Whitefish City Council unanimously approved awarding Knife River the contract to reconstruct Armory Road after staff reported the project had been publicly bid three times and that Knife River submitted the lone responsive bid of $6,873,376.
Public Works Director Craig told council the project addresses surface deterioration, lack of bicycle and pedestrian amenities and school-traffic impacts. The low bid came in about 2.5% under the engineer’s estimate, he said. The bid included two additive alternates: one (approximately $65,000) to repave Peregrine Lane, and a second ($257,000) covering removal and replacement at a bridge crossing over Cow Creek, expanded sidewalks and a small pocket park with seating and safety railing. Staff recommended awarding the contract including both additive alternates, splitting part of the work between resort tax and impact fees where appropriate.
Councilor Steve moved to award the contract to Knife River for $6,873,376; Councilor Rebecca Norton seconded the motion. The council voted in favor with no opposing votes.
Craig and Public Works staff said they retain authority to issue change orders during construction and that contingency management will happen within the project budget and through standard change‑order processes.
Work scheduling and the contractor’s notice to proceed will be managed by Public Works after award; staff said they would report back to council on any material change orders.
