Granite Falls council ratifies emergency Jordan Road culvert repair, approves consent agenda

The Granite Falls City Council on Jan. 2 ratified a declaration of emergency for repairs to a culvert on Jordan Road and approved emergency procurement of a fixed-price contract with Impact Excavation LLC.
Deputy City Manager Jeff Balentine told the council that “per Resolution 2021-03 and RCW 39.04.280(1)(C), the City Manager has declared the condition of Jordan Road an emergency,” and outlined eight factors supporting the decision, including urgency of repairs, public- and employee-safety concerns, specialized expertise needed, and cost-effectiveness.
Councilmember Glenn moved to approve Consent Agenda items 4A–4D, and Councilmember Straughn seconded; the motion carried. The consent packet included approval of two sets of minutes (AB 001-2025 and AB 002-2025), claims checks for Dec. 1–15, 2024 totaling $71,741.09 (AB 003-2025), and AB 005-2025, the declaration of emergency and repair for the Jordan Road culvert line.
The emergency procurement route invoked RCW 39.04.280(1)(C) and Resolution 2021-03 to allow staff to secure immediate repairs. Balentine emphasized public-safety and assurance of compliance with applicable procurement rules while asking the council to ratify the action so work can proceed without delay.
The council took no public comment on the item. Staff were authorized to move forward with the emergency repairs under the terms described to the council; the motion result was recorded as carried.
