Commissioners approve routine business, proclamations and numerous county agreements; elections office lists primary dates

At the March 19, 2026 meeting, the Armstrong County Board of Commissioners handled routine county business and approved several agreements and proclamations.
On a motion by Commissioner Anthony G. Shea, seconded by Commissioner Pat Fabian and carried unanimously, the board approved the March 5, 2026 meeting minutes and acknowledged purchase orders for the week of March 10, 2026 totaling $12,410.11 and for the week of March 17, 2026 totaling $17,758.02 (combined $30,168.13). The board also unanimously approved the personnel transactions for March 19, 2026.
The board adopted Proclamation #2026-03 recognizing Pennsylvania 4‑H Week (March 15–21, 2026), read by Armstrong 4‑H member Blake Cousins, and Proclamation #2026-06 declaring April 2026 as Pennsylvania 811 Safe Digging Month; both proclamations were adopted unanimously.
The commissioners, on motions by Mr. Shea and seconds by Mr. Fabian, acknowledged or approved agreements with Bramlet Enterprises; Adelphoi Village, Inc.; Nobel Environmental; an addendum to the cooperation agreement with Armstrong Habitat for Humanity; an addendum with Lenape Technical School; and an addendum involving the Commonwealth of Pennsylvania Department of Human Services and the PA Department of Aging. The minutes record these approvals but do not include contract values for all items.
Elections Director and Chief Registrar James Webb provided primary election dates and deadlines: Primary Election on Tuesday, May 19, 2026; polls open 7:00 a.m.–8:00 p.m.; last day to register is May 4, 2026; last day to submit a mail-in ballot application is May 12, 2026.
During public comment Regina Liermann asked about jail maintenance; Commissioner John W. Strate said he has discussed maintenance with Jail Warden Jessica Hicks, and Commissioner Pat Fabian addressed Liermann’s question on reassessment. The board adjourned at 9:46 a.m.
