Board cites performance issues with incumbent generator contractor and awards maintenance to A & J Generator

The Danbury City Board of Awards considered annual preventive-maintenance bids for generators serving the fire and public-buildings departments and decided to change providers after noting documented performance problems with the incumbent.
Chair Cheick Volpe told the board that five bids were received and that the panel’s low bidder was the incumbent, Tri State Generator, but that the city had experienced performance issues and had issued a memo last year putting the vendor on notice. Volpe said the city is “not sure if we want to address those now” but described the record of unsatisfactory performance.
The board compared the remaining bidders. Tower Generator did not bid on two fire-department locations; A & J Generator bid on all items and offered lower time-and-material rates for required repairs. After discussion, Volpe moved to award the contract to A & J Generator and the motion was seconded by Dan Garrett; the motion carried unanimously.
A board member characterized the decision as driven by both bid completeness and prior vendor performance. The board directed staff to execute the new contract and to monitor vendor performance going forward. There was no vendor response recorded in the meeting minutes. The award is for preventive maintenance and load-bank testing, with time-and-material rates for additional repairs, and will be executed as purchase orders as needed.
Next steps include formal contract execution with A & J Generator and vendor performance monitoring by the relevant departments.
