Franklin Pierce board approves 2024—2036 Capital Facilities Plan, describes intended uses for undeveloped parcels

The Franklin Pierce School Board unanimously approved the district's 2024—2036 Capital Facilities Plan after a presentation from district staff that detailed how several undeveloped parcels will be used.
Robin (executive director) told the board the plan is required by the county to support collection of impact fees and also serves to clarify that district-owned undeveloped land is planned for specific purposes rather than being held as surplus.
She described a piece of property currently used informally as a grass lot that the district intends to develop for additional athletic venues for Washington High School; a treed rectangular parcel across 18th Avenue likely to become parking tied to a master plan for Franklin Pierce High School; and a wetland-encumbered 22-acre site south of Collins Elementary where about 8 buildable acres were used for the new school and the remaining area would be used as a cross-country course and environmental studies site. Robin emphasized these parcels are not surplus.
Board members asked clarifying questions and there was general agreement that documenting intended use was important for transparency with the county and community. The board voted to approve the plan unanimously.
Board president Director Sablan said the motion to approve the 2024—2036 Capital Facilities Plan passed by voice vote and noted staff will continue master-planning work at Franklin Pierce High School that could change specific uses as development advances.
The approval enables the district to proceed with county-required steps for impact fees and clarifies the district's capital intent for long-term planning.
