The National City Council completed routine business and a series of votes to fill commission vacancies, adopt key ordinances and approve personnel and purchasing items.
Appointments: The council approved an applicant to the Civil Service Commission (voice vote), appointed Ricardo Sanchez to the Planning Commission after a vote (reported 4–1), and confirmed three library-board trustees along with seats on the Parks, Recreation & Senior Citizens Advisory Committee, Public Arts Committee and the Traffic Safety Committee. Council members encouraged those not appointed to remain engaged for future openings.
Ordinance adoption: On a second reading, the council adopted an ordinance prohibiting unauthorized camping or encampments on public property; the hearing was closed and the ordinance adopted following prior discussion.
Personnel and procurement: The council approved a salary increase for the Police Officers Association after staff explained timing and survey-based calculations used to determine the compensation adjustments. The council also approved a warrant registry that included purchases such as two motorcycles; staff indicated the motorcycles are likely Honda models.
Consent items included an amendment to the municipal code to add a mixed-use overlay zone (title 18 revisions) after staff acknowledged the narrative had been missed in a prior update, and the council passed the remainder of the consent calendar after several items were pulled for discussion and separate votes.
