Newton County court accepts $10,000 donation, approves HAVA resolution and several operational actions

The Newton County Commissioners Court met July 8, 2025, approved a package of routine and project items and took several operational votes, including accepting a $10,000 donation, approving an election-security resolution and authorizing multiple road and property actions.

The court voted to accept a $10,000 offer from Venture Global directed to Precinct 4 for use on community-infrastructure and enhancement projects, including support for a walking track. A commissioner who handled outreach with the company said county staff and the auditor had discussed where the money would be placed and how it would be spent: "They said, hey... we'd like to know what we could do to help," the commissioner said, describing the company’s approach to offering support. The commissioners approved acceptance of the donation unanimously and then approved budget amendments to allocate portions of the donation into specific fund line items for materials, manpower and fencing.

The court also passed a resolution to pursue a Help America Vote Act (HAVA) election-security subgrant worth $32,500 with the office of the secretary of state. Staff told the court the resolution must be adopted before any contract can be executed and noted a required local match. The motion carried unanimously.

On operational matters, the court approved payment of an invoice (NRDD-0011954) related to claim L20253238-1 for $1,000 to the county’s risk pool as presented by staff after a discussion about whether the claim should have been processed through the Texas Association risk pool or paid directly by the county. A commissioner summarized the incident as a Meals-on-Wheels driver backing into a neighbor’s vehicle on private property and recommended the county consider a formal vehicle-use policy; the court approved payment.

The commissioners corrected the VIN for a previously authorized auction item (a 1999 Case 580 Super L backhoe) to serial number JJG0272311 and approved placing the old Louisville Volunteer Fire Department building up for auction or demolition because of structural and safety concerns. Commissioners noted the building contains generators and other equipment that will need disposition and asked the auditor and county attorney to advise where proceeds should be deposited if the property is sold.

The court approved a proposal to abandon approximately 330 feet of County Road 4900 at its intersection with Texas Spur 272 and to formally add a loop on County Road 4141; staff said property access would not be limited and described proposed barricade placements. The court also authorized advertising bid packages for asphalt paving work on County Roads 3125, 3126 and 3127 with specifications read into the record and a two-option bidding structure (two roads or all three).

During the meeting a commissioner brought a resident claim seeking reimbursement for a broken rear vehicle glass allegedly caused by county mower operations; there was some inconsistency in the record about whether the requested deductible was $100 or $1,000, but the court approved paying the claim as presented. The clerk then read the payment-of-bills ledger line by line; the transcript records a total read as "$113,403,100 dollars and 36," which appears to be a transcription error in the meeting record; the court approved payment as read.

The court concluded routine business with additional budget amendments and adjourned. The record shows the votes taken on each item as voice votes ('aye' or unanimous) rather than roll-call tallies.

What’s next: staff will implement the budget transfers to reflect the accepted donation, proceed with bid solicitations for the road work, and work with the county attorney and auditor on the disposition plan for the fire-station property and on any outstanding questions about insurance claim handling and vehicle-use policy.
