Sahuarita adopts updated model building codes with local amendments; delays IECC change

Community development staff recommended adopting updated model codes (2024 International Building Code suite and the 2023 National Electric Code) with Sahuarita-specific amendments and stakeholder- reviewed changes. Staff said the change keeps the town regionally aligned and gives builders time to adapt while providing local guardrails on items such as wind-speed adjustments and the future connection exception for subdivisions.
"Our objective was to adopt those codes with local amendments," the presenter said, noting a yearlong stakeholder process and collaboration with the San Rita Fire District. Staff recommended an effective date of July 1 to allow designers and builders time to adjust existing projects.
Representatives of the Southern Arizona Homebuilders Association, including David Godleski, told the council they appreciated the town’s outreach and supported delaying adoption of the 2024 IECC because of potential cost impacts for homebuyers. Godleski said builders often exceed the 2018 energy code baseline and asked the town to remain open to fine-tuning during implementation.
Council moved to adopt the ordinance with the recommended local amendments and voted unanimously to approve. Staff said it will follow with outreach and training for implementation.
