The presenter told lawmakers the task force has separated conversations about convention centers and performing arts venues and is examining funding mechanisms that could work in Vermont, where counties have limited governance tools. "No municipality in the state of Vermont is gonna be able to pay for that kind of construction," he said, describing the construction capital stack and the need for an entity to shoulder ongoing operating losses.
He described convention centers as often a "loss leader" that drives hotel room nights and broader local spending and noted recent local occupancy declines. The task force is comparing how similarly sized regions fund and sustain large convening infrastructure and exploring options that could apply statewide or regionally.
Austin Davis, director of government affairs at the Champlain Chamber, and other industry representatives supported continued task-force work and said a statewide funding mechanism could produce transferable lessons for other large infrastructure and economic-development projects. The presenters stressed the need to study both capital and long-term operating/marketing arrangements and suggested regional approaches for operations while the state considers capital financing.
Committee members asked whether the task force should focus narrowly on convention centers or on a broader set of convening assets; presenters said focusing on funding mechanisms for convention centers need not preclude long-term benefits for arenas or performing arts centers.
The committee did not vote; members asked the task force to continue research on comparable funding models and regional partnership structures, and to return with options that could be used by the legislature or executive branch.
