Commissioners pull real‑estate broker RFP for review as elections staff detail equipment costs and polling changes

Summary
A dispute over outreach for an RFP on county real‑estate broker services prompted the court to pull the item for two weeks; election officials briefed commissioners on polling‑site replacements, extra machine rental costs ($299,000) and a $151,000 staffing pool, noting state reimbursement for parts of the expense.
A procurement dispute and an elections briefing dominated a portion of the Dallas County Commissioners Court on April 7 as commissioners questioned vendor outreach and election administrators described recent equipment and staffing costs.
Commissioner Price objected to RFP 2025‑053‑7078 for county real‑estate broker services, saying minority broker organizations told him they had not been notified and expressing concern about recurring selection of the same firms. Procurement staff said the solicitation was publicly posted and yielded seven responses — five national and two local firms — and that required notification practices and chambers of commerce outreach were followed. After discussion, the court voted to pull the contested RFP item for two weeks to allow additional review.
Separately, elections officials briefed the court on preparations for a runoff and municipal elections. The elections office said it had rented extra voting machines at a cost of $299,000 for the prior election and created a staffing “pool” that cost about $151,000 to ensure precincts were staffed; officials said those costs are eligible for state reimbursement. The office is still testing some e‑poll book functionality and said ES&S and vendor representatives are reviewing equipment returned from the primary.
Officials also confirmed an early‑voting site substitution: Veterans Park Event Center will replace the Summit for early voting in one precinct after the Summit declined availability. The elections administrator said polling locations will be formally locked down by the court as part of the agenda and that contracts will be issued to vendors once the court approves them.
Commissioner Price pressed procurement and election staff on outreach to minority broker groups including the National Association of Real Estate Brokers, the National Association of Hispanic Real Estate Brokers, and Asian real‑estate associations. Procurement staff said those organizations are not required notification recipients under statute but that the office does notify chambers and advocacy groups and posts advertisements as required.
The RFP pull was approved by the court for two weeks to allow staff to provide additional outreach documentation and to address the fairness concerns raised by the commissioner.
