The Ascension Parish Planning Commission recommended two related amendments to the Unified Land Development Code on April 8: the first (12b) would add or clarify a definition for flag lots, and the second (12a) would add dimensional rules to zoning tables that require the connecting strip (the "pole") to be a minimum of 20 feet in width.
Planning staff said the proposed changes are intended to prevent creation of flag lots with impractically narrow connections (one, two, or five feet) that cannot accommodate driveways or drainage features. "Administration and I agreed that in order to have a flag lot many times people would need to put a servitude of passage ... so they wanted to set a minimum of 20 feet," Planning Director Eric Poche said.
Commissioners asked whether ditches or drainage features could occupy that 20‑foot minimum and staff clarified the requirement is for a minimum width regardless of whether a ditch, driveway or other feature occupies part of the strip; drainage design or culvert sizing would be addressed through engineering review.
The commission voted by machine to recommend approval of 12b (definitions) and then recommended approval of 12a (table amendment) as written, sending both to the parish council with the planning commission's recommendation.
