The Fond du Lac City Council unanimously approved two resolutions on April 8 allowing temporary possession and consumption of alcoholic beverages at events for Thelma, a business at 51 Sheboygan Street.
City Clerk Miss Hefter told the council the Almos Adolph Center for the Arts and Thelma requested a waiver to permit alcohol for a free Thursday night concert series from June 4 through Aug. 27, 2026, on Sheboygan Street between Portland Street and Mars Street, and a separate waiver to allow Friday, Saturday and/or Sunday pop-up events from May through September 2026 using the same footprint. Miss Hefter said staff approved special-event applications with conditions, including a prohibition on glass containers and carry-ins.
On Resolution 9231 (Thursday concert series), "We have a motion by mister Godfrey and a second by mister Heisler," President Brault said; the council voted and the measure passed unanimously. Thelma's weekend pop-up request, Resolution 9232, was introduced and, after Miss Hefter described the footprint and permitting requirements, "We have a motion by mister Heisler and a second by mister Godfrey," and that resolution also passed unanimously.
Both resolutions require Thelma to complete new special-event applications and obtain staff approval; Miss Hefter said staff will review each application and enforce the no-glass-container rule.
Votes at a glance: consent agenda (includes claims dated 03/30/2026 and minutes from 03/25/2026) — passed unanimously; Resolution 9231 (waiver for Thursday concert series at 51 Sheboygan Street) — approved unanimously; Resolution 9232 (waiver for weekend pop-up events at 51 Sheboygan Street) — approved unanimously. The council then adjourned to celebrate outgoing members.
