The San Marcos City Council voted to award Resolution 2026‑54 on April 7, authorizing a $13,550,404.24 contract with Liberty Civil Construction LLC for the Highway 80 utility project. Marcus Neiser, assistant director of engineering capital improvements, told council the work will extend roughly 10,000 linear feet of pipeline to connect the proposed lift station, force main and reclaimed transmission main to pipelines already constructed under the Blanco Riverine flood mitigation project. Neiser said the previously constructed pipelines extended about 2,000 linear feet out from the wastewater treatment plant to the Blanco River and this project completes the connection back to the plant with pumping capacity via the lift station.
Council had no substantive questions beyond project scope clarifications and proceeded to a recorded vote; the motion passed 7–0. Staff will return with the executed contract and schedule for construction milestones.
