The Imlay City Board of Education met in a workshop on Jan. 13, 2026, at 634 W. Borland Rd. in Imlay City to review options for issuing bonds to pay for capital improvements. President Sharon Muir called the session to order at 5:30 p.m.
Superintendent Dr. Stu Cameron opened the workshop by outlining its purpose and describing examples of necessary capital improvements across the district that would prompt the board to contact PFM Financial Advisors to examine bond options. Mr. R.J. Naughton, director at PFM Financial Advisors LLC, reviewed the district's prior bond proposal from 2019 (noting the series II focus on technology) and presented bond alternatives for a new proposal, citing taxable-value history, millage projections and the district's estimated bonding capacity. The minutes record these presentations but do not provide specific dollar amounts or a numerical bonding-capacity estimate.
Treasurer Doug Van Dyk expressed appreciation for Mr. Naughton's presentation. No public comments were offered during the meeting.
No formal action to place a bond on a future ballot was taken at the workshop. Trustee Greg Dennis moved to adjourn; Treasurer Doug Van Dyk supported the motion, and President Muir adjourned the meeting by a show of hands at 7:45 p.m. The minutes were later approved on Jan. 26, 2026, and signed by President Sharon Muir and Secretary Melissa Fleury.
Board members and the district presented the workshop as an informational step to evaluate whether pursuing a bond is warranted; any decision to authorize a bond measure would require a subsequent formal agenda item and vote.
