"First thing it changes, it changes the permit amount from $1 to $10 per permit, and it changes the amount of yard sales one can have at a residential property from one every six months to twice a month," said staff member Todd while presenting the ordinance and explaining council direction from prior discussions.
Council members asked about the city's plan to notify residents of the change. The City Manager said staff will publish the update across social media platforms, include notice with water billing, add it to the city newsletter and use other outreach channels to inform the public.
A public commenter who was present declined to speak on this agenda item. The council moved, seconded and approved the ordinance by voice vote; the clerk recorded the motion as passing.
The ordinance text, listed as No. 663 in the meeting, was described in the staff presentation as otherwise substantially the same as prior language except for the two changes noted above. Staff did not provide at the meeting an effective date for the ordinance; the council agenda packet and subsequent staff report will be the source for enactment timing and implementation details.
